Synopsis As Introduced
Amends the Illinois Health Care Finance Reform Act. Requires the Department of Public Health to require all ambulatory surgical treatment centers licensed to operate in the State (now, the requirement applies only to hospitals licensed to operate in the State) to adopt a uniform system for submitting patient charges for payment from public and private payors and to electronically submit certain patient billing data to the Department for public disclosure. Makes corresponding changes in provisions concerning the process for review, adjustment, and validation of the publicly disclosed information. Requires the Department to collect and compile certain billing data from ambulatory surgical treatment centers according to certain standards by January 1, 2006 (or by January 1, 2007 for centers or physicians with fewer than 25 employees). Effective January 1, 2005.

Deletes everything. Amends the Illinois Health Care Finance Reform Act. Requires the Department of Public Health to require all ambulatory surgical treatment centers licensed to operate in the State (now, the requirement applies only to hospitals licensed to operate in the State) to adopt a uniform system for submitting patient claims or encounter data (now, patient billing data) for payment from public and private payors. Makes corresponding changes in provisions concerning the process for review, adjustment, and validation of the publicly disclosed information. Provides that certain patient claims or encounter data submitted to the Department shall include a patient's unique identifier, race, ethnicity, and environmental coding according to certain standards (now, the data shall not include a patient's name, address, or Social Security number). Requires the Department to include certain information in its "Consumer Guide to Health Care" on its website. Authorizes the Department to disclose certain information on its website. Terminates the collection of certain data provided by ambulatory surgical treatment centers if the data has not been used. Authorizes the Department to promulgate rules concerning the provisions of the Illinois Health Care Finance Reform Act. Requires the Department to respond to certain requests for data products and to determine fees to be charged for that information and used for certain costs of producing data products and certain other related purposes. Requires those funds to be deposited into the Public Health Special State Projects Fund. Amends the Hospital Report Card Act. Requires individual hospitals to include the nosocomial infection rates for certain clinical procedures under the category of surgical site infection (now, Class I surgical site infection). Amends the State Finance Act. Creates the Public Health Special State Projects Fund, a special fund in the State treasury. Effective January 1, 2005.
