Synopsis As Introduced
Amends the Secretary of State Act. Provides that the Secretary of State shall impose a fee of $20 per month payable by all State employees (currently payable by all persons) parking in certain parking facilities in Springfield. Permits the Secretary of State to set a fee by rule in the event that a non-State employee requests a space located in either garage. Provides that the funds so collected shall be deposited in the State Parking Facility Maintenance Fund (rather than 80% in the Capital Development Bond Retirement and Interest Fund and 20% in the State Parking Facility Maintenance Fund). Effective immediately.

 Balanced Budget Note (Office of Management and Budget)
 The changes in HB 4557 have a minimal fiscal impact: the amount collected would only vary in as few of the parking spaces are occupied by non-employees and in as much the fee charged to these persons by rule would differ: secondly, the diversion of funds into the bond fund has fulfilled its purpose of paying off the bonds issued to create the structures. The moneys collected would now be available to conduct needed repairs on the parking structures. The bill as introduced has no fiscal impact.

 State Debt Impact Note (Government Forecasting & Accountability)
 HB 4557 would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

Senate Floor Amendment No. 1
Adds reference to:
15 ILCS 15/5.5

Amends the Executive Reorganization Implementation Act. Provides that Executive Order No. 14-03 does not consolidate or coordinate parts of any agency within the scope of the authority it cites; rather, provides that it establishes a new division within an agency to perform the functions of an existing bureau within an agency. Provides that because Executive Order No. 14-03 fails to provide for terminating the affairs of the abolished bureau, the reference to consolidation or coordination of agencies is incorrect and is superseded and of no force or effect. Provides that the affairs of the Bureau of Real Estate Professionals, Division of Professional Regulation are terminated upon the effect of the reorganization under Executive Order No. 14-03. Provides that Executive Order No. 14-03 shall be effective on May 30, 2014, which is 60 days after it was delivered to the General Assembly.
