Synopsis As Introduced
Amends the Illinois Prepaid Tuition Act. Provides that at the purchaser's option, the Illinois prepaid tuition program must cover an institution of higher education's room and board charges. Effective immediately.

Fiscal Note (Illinois Student Assistance Commission)
There would be a significant start-up cost to offering prepaid room and board contracts, estimated to be more than $350,000. Beyond the start-up phase, there would be indeterminate additional costs connected with annual administration of these contracts.

Fiscal Note (Illinois Student Assistance Commission)
It is difficult to fully quantify the administrative costs associated with this legislation, but there would be a significant start-up cost to offering prepaid room and board contracts, estimated to be more than $350,000. This estimate is comprised mostly of computer programming costs and the associated computer software and, to a lesser degree, hardware necessary to implement a record-keeping system parallel to that used for prepaid tuition contracts. Beyond the start-up phase, there also would be indeterminate additional costs connected with annual administration of these contracts. Those annual administrative costs will increase as the volume of contracts under management increases.
