Synopsis As Introduced
Amends the Pharmacy Practice Act of 1987. Provides that a pharmacist licensed under the Act may, based on his or her personal, religious beliefs, refuse to fill a prescription for and to dispense emergency contraception. Amends the Health Care Right of Conscience Act. Adds the dispensation of prescribed medication to the list of activities included in the definition of "health care", adds pharmacist to the list of occupations included in the definition of "health care personnel", and adds pharmacy to the list of facilities included in the definition of "health care facility".

 Housing Affordability Impact Note (Housing Development Authority)
 This legislation will have no effect on constructing, purchasing, owning, or selling a single-family residence.

 State Debt Impact Note (Commission on Gov't Forecasting and Accountability)
 HB 4346 would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

 Judicial Note (Admin Office of the Illinois Courts)
 Based on a review of the bill, it has been determined that this legislation would neither increase nor decrease the number of judges needed in the state.

 State Mandates Fiscal Note (Department of Commerce and Economic Opportunity)
 In the opinion of the Department of Commerce and Economic Opportunity, HB 4346 does not create a State mandate under the State Mandates Act.
