Synopsis As Introduced
Amends the Illinois Procurement Code. Requires all automobiles purchased from State funds to be flexible fuel vehicles. Defines "flexible fuel vehicles" as automobiles or light trucks with the ability to operate on both gasoline and alternative fuels such as E-85. Authorizes the Chief Procurement Officer to exempt certain vehicle classes from this requirement based on intended use or other reasonable considerations.

House Committee Amendment No. 1
Adds reference to:
415 ILCS 120/30

Deletes everything after the enacting clause. Reinserts the provisions of bill as introduced. In a Section regulating vehicle purchases from State funds after the effective date of this amendatory Act, authorizes the purchase of fuel efficient hybrid vehicles. Provides that "fuel efficient hybrid vehicles" are automobiles or light trucks that use a gasoline or diesel engine and an electric motor to provide power and gain at least a 20% increase in combined US-EPA city-highway fuel economy over the equivalent or most-similar conventionally-powered model. Requires that vehicles purchased on and after the effective date of this amendatory Act from State funds that are fueled by diesel fuel shall be certified by the manufacturer to run on 20% biodiesel (B20) fuel. Amends the Alternative Fuels Act. In a Section providing certain rebates on the cost differential between a conventional vehicle and a flexible fuel vehicle purchased in Illinois, provides that certain large vehicles purchased outside Illinois are eligible for the rebate amounts if the same or a comparable vehicle is not available for purchase in Illinois.

 Fiscal Note (H-AM 1)(Illinois Dept of Central Mgmt Services)
 House Bill 4137 (H-AM 1) will have no fiscal impact.

Senate Committee Amendment No. 1
Provides that beginning on the effective date of this amendatory Act of the 94th General Assembly, all gasoline-powered vehicles purchased from State funds must be flexible fuel vehicles (instead of flexible fuel or fuel efficient hybrid vehicles). Sets forth that beginning July 1, 2007, all gasoline-powered vehicles purchased from State funds must be flexible fuel or fuel efficient hybrid vehicles. Requires diesel vehicles purchased from State funds to be certified by the manufacturer to run on 5% biodiesel (instead of 20% biodiesel).
