Synopsis As Introduced
Amends the General Not For Profit Corporation Act of 1986. Requires the annexation to the articles of incorporation for the incorporation of an entity designed to work with or for the benefit of youths of 2 sets of fingerprints for each director of that corporation. Requires every set of those fingerprints to be promptly submitted to the Department of State Police. Requires the Department to use the first set to conduct a search of its State criminal records to determine whether that individual has been convicted of a Class 4 felony in this State; and to forward the second set to the Federal Bureau of Investigation to conduct a nationwide search of criminal records on that individual, to determine whether he or she has been convicted of a criminal offense in any state or federal jurisdiction that, if the individual had been convicted in Illinois, would have constituted a Class 4 felony in this State. Requires the Department to promptly transmit the results of these statewide and nationwide searches to the Secretary of State. Requires each director to sign a release authorizing the Secretary of State to submit his or her fingerprints to the Department of State Police and to receive the results of the criminal records searches, and to pay in advance a fee reasonably related to the cost of those searches. Authorizes the Secretary of State and the Director of State Police to adopt all rules necessary or convenient to implement these provisions.
