Synopsis As Introduced
Amends the Nursing and Advanced Practice Nursing Act. Provides that the Department of Professional Regulation shall create the Illinois Center for Nursing. Provides a list of goals for the Center and requires the Center to work in conjunction with the Illinois Coalition for Nursing Resources in accomplishing its goals. Provides that moneys in the Nursing Dedicated and Professional Fund may be used for the establishment of the Center and provides for the appropriation of money from the Fund to the Department to be used within 2 fiscal years of the effective date for the Center. Effective immediately.

House Committee Amendment No. 1
Changes the amount of the moneys to be appropriated from the Nursing Dedicated and Professional Fund to establish the Illinois Center for Nursing from $3,500,000 to $1,000,000.

Replaces everything after the enacting clause with the engrossed bill with the following changes. Amends the State Finance Act to exempt appropriations to establish the Illinois Center for Nursing from the fiscal year limitations. Further amends the Nursing and Advanced Practice Nursing Act. Creates the Advanced Practice Nurses Services Grant Program and provides funding for the program from the Nursing Dedicated and Professional Fund. Adds promoting, informing, and educating the public as to the impact of nurses in health care delivery as a goal of the Illinois Center for Nursing. Adds operation of the Center to the list of uses for the monies in the Nursing Dedication and Professional Fund. Provides for appropriations for the Illinois Center for Nursing beginning July 1, 2004 (rather than July 1, 2003).
