Synopsis As Introduced
Creates the Bill of Rights for the Homeless Act. Sets forth certain rights of homeless persons, including the right to live in any community in the State, the right to choose living arrangements, and the right to employment and training opportunities. Directs the Department of Public Health to monitor and enforce homeless persons' rights, and provides criminal penalties for violations of those rights. Authorizes DCCA to establish priorities of eligibility for temporary rental or other housing assistance among the various categories of persons needing assistance in obtaining or retaining housing.

House Floor Amendment No. 1
With respect to a homeless person's right to manage his or her own personal finances, provides for an exception if the person resides in a shelter for homeless persons and has enrolled in a savings program designed to provide rent money upon the person's departure from the shelter. From the list of homeless persons' rights, removes (i) the right to not be forced to leave a shelter during cold weather and (ii) the right to not be forced to live in a shelter or other living arrangement against his or her will unless adjudicated mentally incompetent and a threat to himself or herself or society. Removes provisions for criminal penalties for violations of the Bill of Rights for the Homeless Act.

House Floor Amendment No. 2
Adds the right to confidentiality of records to the list of rights of homeless persons. Includes rights concerning the dissemination of information to other agencies. Requires a shelter to obtain a homeless person's written consent to the disclosure of information concerning the homeless person.
