Synopsis As Introduced
Creates the Intermodal Chassis Roadability Inspection Act. Provides that marine and rail terminal operators must establish a program to ensure that trailers used to carry containers shipped by water or rail have been inspected and approved. Establishes requirements for the program. Provides that the terminal operator is responsible for violations not directly attributable to the negligence of the vehicle owner or driver. Establishes penalties for violations. Provides that it is a Class B misdemeanor to threaten, coerce, or retaliate against an inspector who decides that a trailer is unsafe or against a driver who seeks reinspection of a trailer or reports its condition to law enforcement authorities. Provides that the Secretary of State shall adopt rules for implementing the new Act.
