Synopsis As Introduced
Amends the Illinois Public Aid Code. Provides that in the case of community-based services, long-term care services, and services received in a supportive living facility, when determining whether a person has met a spend-down requirement for Medicaid eligibility, the Department of Public Aid shall allow bills for those services at the maximum allowable Medicaid rate for community-based services funded by the Department of Human Services, regardless of the amount actually paid by the person for the services, if any, and regardless of any grant received by the provider of the services. Effective immediately.

 Fiscal Note (Department of Public Aid)
 There is no fiscal impact for the Department. The bill could result in a savings to the State if fewer persons were found eligible meeting spend-down.

House Committee Amendment No. 1
Provides that the Department of Public Aid shall allow bills for community-based services, long-term care services, and supportive living facility services at the usual, customary, or competitive rate for community-based services, as funded by the Department of Human Services and as established by the community-based service provider as part of the provider's policy and procedure concerning the establishment of fees for services (instead of at the maximum allowable Medicaid rate for community-based services funded by the Department of Human Services).
