Synopsis As Introduced Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires that, beginning July 1, 2004, the Department must develop and disseminate public service announcements that promote AIDS/HIV screening.

The true fiscal impact of this legislation cannot be accurately determined without further input as to the legislative intent. While there is no current focused "public awareness campaign" being conducted by the Department, IDPH puts significant funding and effort toward public education for HIV/AIDS testing and awareness. If our current efforts and activities meet the requirements of the legislation then costs would be minimal. If the intent is to develop something new, there is potentially a significant cost associated with this legislation.
Governor Amendatory Veto Message Recommends that the bill be amended to provide that the Department of Public Health shall utilize any available funds to develop and disseminate the public service announcements (rather than providing that the Department shall develop and disseminate the public service announcements).
