Deletes everything. Amends the Riverboat Gambling Act. Authorizes the issuance of 2 owners licenses that are in addition to the 10 licenses currently authorized under the Act. Provides that one of the new licensees shall operate from a home dock in a municipality with a population of at least 500,000 inhabitants and shall be issued to the governing body of that municipality. Provides that the municipality shall conduct an auction and grant the authority to operate the riverboat gambling operations to the highest bidder. Provides that the other new licensee shall operate from a home dock in a specified portion of suburban Cook County. Increases the number of participants a licensee may admit from 1,200 to 2,000. Provides that the Gaming Board shall determine the number of persons that may be admitted into the facilities of the licensee authorized to operate from a home dock located in a municipality with at least 500,000 inhabitants, up to a limit of 4,000. Provides for a specialized revenue distribution for the riverboats that dock in suburban Cook County. Deletes provisions that pay moneys from the State Gaming Fund to the Horse Racing Equity Fund. Amends the State Finance Act to create the South Suburban Assistance Fund. Effective immediately.

 Fiscal Note (H-AM 1)(Illinois Gaming Board)
 To accommodate the additional demands of regulating the issues presented in HB 148, the Gaming Board needs to address the impact to operations resulting from 2 new gaming facilities, a 122% increase in the total number of gaming positions as well as the indirect administrative functions. Approximately 72 staff positions would be needed to enforce the added gaming positions at all locations. Approximately 33 additional support staff would be needed to handle the administrative functions. These include personnel within the Legal Division, Investigations, Field Auditors, Internal Control Auditors, Tax Collection, Budget and Finance. Total operating costs, which consist of Personal Services & Fringes, Contractual Services, Travel, Printing, Commodities, Equipment, EDP, Telecommunication and Op. of Auto amount to approximately $23.3 million. The Gaming Board's pending FY 2004 Budget Request, excluding HB 148, is for $14.4 million. The proposed legislation would increase operating expenses by $8.9 million (62%) Deducting the estimated operating costs from the State Gaming Fund provides for a net increase of $734.7 million to the State in FY 2004.

 Creates a local government organization and structure mandate for which reimbursement of the increased costs to units of local government is not required under the State Mandates Act.
