Synopsis As Introduced Amends the State Guard Act. Provides for the Department of Military Affairs to issue an honorary retirement rank to a National Guard member who retires with at least 10 years of service in the Illinois National Guard and who has at least 20 qualifying years of total military service, including time served in the Illinois National Guard. The honorary retirement rank issued to a member shall be the next higher rank than the federally recognized rank that the member held at retirement. Provides that honorary retirement ranks may not be higher than ranks of Major General (officers), Sergeant Major or Chief Master Sergeant (enlisted Army or Air Force), or Chief Warrant Officer Four (warrant officers).

The Department estimates it would take at least 60 hours of staff time to write and process the required rules regarding the wearing of the honorary retirement rank. This is a cost of $2,800. Additionally, cost will be incurred for the design, paper, and printing of the certificate of retirement at the honorary retirement rank. It is estimated an initial cost of $2,000 will be incurred for all of the prior year eligible individuals with an annual cost of $100 for future years as additional individuals retire.
