Synopsis As Introduced Amends the Illinois Public Aid Code. Requires the Department of Human Services to increase TANF grant amounts by 15% effective July 1, 2003 and to increase grant amounts on July 1, 2004 and each July 1 thereafter by an amount based on employment cost statistics compiled by the United States Department of Labor. Requires the Department thereafter to report to the Governor and the General Assembly concerning the adequacy of TANF grant amounts to meet families' subsistence needs. Effective July 1, 2003.

It is estimated that this could cost less than $500,000 in FY 2004. If the standard continues to increase without a change in Department policy, eventually more people will become eligible for full Medicaid. Such an increase in eligibles could cost anywhere between $14 million and $20 million annually.
House Floor Amendment No. 1 Provides that effective July 1, 2003, the Department of Human Services shall increase TANF grant amounts by no less than 5% (instead of 15%) above the amounts in effect on June 30, 2003.
