Amends the Illinois Act on the Aging. Allows the Long Term Care Ombudsman to communicate with, seek consent of, inspect records of, and do other things concerning nursing home residents, "regardless of age". Effective immediately.

Senate Committee Amendment No. 1
Provides that the Department on Aging shall promulgate administrative rules to establish the responsibilities of the Department and the Office of the State Long Term Care Ombudsman including the investigation and resolution of complaints made by or on behalf of residents of long term care and other facilities, including the option to serve residents under the age of 60 (instead of regardless of the age of the residents). Provides that the Office and designated regional programs may represent all residents, but are not required to represent persons under 60 years of age, except to the extent required by federal law. Provides that the Department shall cooperate with the Department of Human Services "and other State agencies" in providing information and training to designated regional long term care ombudsman programs about the appropriate assessment and treatment of the residents they serve, including children, persons with mental illness, and persons with developmental disabilities (instead of only persons with mental illness). Effective immediately.
