If the referendum passes, requires appointment by an industry organization of an Illinois Equine Industry Research and Promotion Board to levy and determine the use of the assessment. Sets the assessment at $2 per ton or 5 cents per 50-pound bag. Establishes procedures for the collection and refund of the assessment and for the Board's operations. Effective immediately.
