Synopsis As Introduced Amends the Humane Care for Animals Act. Provides that certain requirements must be met in order for an owner to lawfully tether a dog outdoors. Creates certain exemptions from that requirement. Provides penalties for violations. Defines "tether".
House Committee Amendment No. 1 Removes the requirement that to be an illegal tether a tow chain or log chain must be more than one-fourth of an inch in width.
Senate Committee Amendment No. 1 Removes the provision requiring dogs tethered between the hours of 10 p.m. and 6 a.m. to be tethered for no more than 15 minutes or have access to adequate shelter and protection from the weather. Provides that the restrictions on tethering do not apply to a dog restrained in compliance with the requirements of a federal, State, or local camping or recreational area.
