Synopsis As Introduced
Amends the Pharmacy Practice Act of 1987 and the Illinois Food, Drug and Cosmetics Act to allow pharmacists to initiate emergency contraception drug therapy without a prescription. Requires the pharmacist to provide the recipient of the emergency contraception drugs with a standardized fact sheet.

	Pension Note (Economic and Fiscal Commission)
	HB 6577 would not impact any public pension fund or retirement system in Illinois.

	Balanced Budget Note (Office of Management and Budget)
	Section 10 of the Balanced Budget Note Act requires the preparation of a Balanced Budget Note for supplemental appropriation bills. Since this House Bill is not a supplemental appropriation bill, it is not possible to complete this Note as requested.

	Judicial Note (Admin Office of the Illinois Courts)
	Based on a review of HB 6577 it has been determined that the bill would neither increase nor decrease the number of judges needed in the State.

	State Debt Impact Note (Economic and Fiscal Commission)
	HB 6577 would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.

	Housing Affordability Impact Note (Housing Development Authority)
	This legislation will have no fiscal effect on constructing, purchasing, owning, or selling a single-family residence.

	In the opinion of the Department of Commerce and Economic Opportunity, HB 6577 pre-empts home rule authority.

In the opinion of Department of Commerce and Economic Opportunity, HB 6577 creates a service mandate for which 50%-100% of the increased costs to units of local government is required under the State Mandates Act, and a personnel mandate for which reimbursement of 100% of the increased costs to units of local government is required. An estimate of the total increased costs to local governments for implementation of HB 6577 is not available.
