Creates the Higher Education Institution Crime Statistics Act. Provides that on or before January 1, 2004, and every 3 years thereafter, the Auditor General shall conduct and report the results of an audit of a sample of not less than 6 institutions of higher education in Illinois that receive federal student aid to evaluate the accuracy of these institutions' statistics and the procedures used by these institutions to identify, gather, and track data for publishing, disseminating, and reporting accurate crime statistics. Requires the Auditor General and the Illinois Criminal Justice Information Authority to provide on their Internet Web sites a link to the Internet Web site of each Illinois institution of higher education that includes on that Web site the institution's criminal statistics information. Effective immediately.

Instead of requiring the Auditor General, on or before January 1, 2004 and every 3 years thereafter, to conduct and report the results of an audit of a sample of not less than 6 institutions of higher education in Illinois that receive federal student aid, provides that in conjunction with the required financial-related and compliance audit of each public institution of higher education in Illinois, the Auditor General shall conduct and report the results of a sample conducted for the purpose of evaluating the accuracy of these institutions' statistics and the procedures used by these institutions. Makes related changes.
