Synopsis As Introduced
Amends the General Assembly Compensation Act. Provides that, for terms commencing on or after January 12, 2011, each member of the General Assembly shall receive compensation that is no more than 90% of the amount last set by the Compensation Review Board. Amends the Compensation Review Act. For fiscal year 2012 and each fiscal year thereafter, prohibits a cost of living adjustment for General Assembly members. Effective immediately.

Replaces everything after the enacting clause. Creates the FY2013 Budget Implementation (Supplemental) Act. Amends the State Budget Law to require the Governor to submit a State budget not later than the first Wednesday in March in 2013 (March 6, 2013). Amends the State Finance Act to require the State Comptroller to order the transfer of and the State Treasurer to transfer $151,000,000 to the Healthcare Provider Relief Fund from the General Revenue Fund in equal monthly installments of $37,750,000. Further amends the State Finance Act to provide that, for Fiscal Year 2013 only and as soon as practicable after the effective date of the amendatory Act, the State Comptroller shall order and the State Treasurer shall transfer from certain special funds to the Illinois State Medical Disciplinary Fund a specific amount that shall be determined by the Secretary of the Department of Financial and Professional Regulation. Provides that the total amount of transfers made from the funds shall not exceed $9,600,000. Effective immediately.
