Synopsis As Introduced
Creates the Manufactured Home Installation Act. Provides that a manufactured home installed on private property that is not a mobile home park must be installed so that it rests wholly on a permanent foundation. Sets forth requirements for permanent foundations. Effective immediately.

Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill with changes. Provides that a manufactured home installed on private property that is not in a mobile home park on or after the effective date must be installed "in accordance with the manufacturer's specifications" (instead of on a permanent foundation). Amends the Mobile Home Park Act, Illinois Manufactured Housing and Mobile Home Safety Act, and Manufactured Home Quality Assurance Act to conform definitions of "manufactured home" and "mobile home" with the definition contained in the introduced bill. Effective immediately.

Replaces everything after the enacting clause. Amends the Property Tax Code. Provides that mobile homes, as defined in the Mobile Home Local Services Tax Act, are included in the definition of real property. Amends the Mobile Home Local Services Tax Act. Changes the definition of "mobile home" to exclude structures that are designed for placement on a temporary foundation. Provides that the definition of "mobile home" includes manufactured homes that are constructed after June 30, 1976 in accordance with the federal National Manufactured Housing Construction and Safety Standards Act of 1974. Provides that mobile homes that are resting in whole on a permanent foundation shall be assessed and taxed as real property. Amends the Counties Code. Provides that counties may require all mobile homes to rest in whole on a permanent foundation.
