SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Jay L. "Jack" Barnard of Moline, who
4passed away on May 7, 2016; and
 
5    WHEREAS, Jay Barnard was born in Moline to Jay and Edna
6Sleight Barnard on October 9, 1919; he served in the United
7States Army on the Japanese front during World War II from 1941
8through 1945 as a Master Sergeant; he returned home on
9Armistice Day; he married Virginia M. Martin on July 19, 1947
10and they moved into a cabin home on the Rock River, and later,
11a new home at the same location, completing all of the interior
12work himself; and
 
13    WHEREAS, Jay Barnard retired from John Deere Harvester
14Works in 1977, where he worked as a general manager for more
15than 38 years; and
 
16    WHEREAS, Jay Barnard was a lifelong member of the Antique
17Outboard Association; he loved restoring and collecting
18antique boat motors; he was a lifelong member of the National
19Rifle Association and was a master marksman; he competed in
20numerous competitions and spent many weekends at the gun range;
21he earned the title of Wisconsin State Pistol Champion and was
22a member of the Milan Rifle Club; he was an avid fisherman,

1canoe builder, and loved life on the water; if it was not at
2the Rock River, it was at their lakeside vacation home in
3Minnesota; he enjoyed spending time with his family and enjoyed
4watching his three grandchildren grow up; he loved reading Tom
5Clancy, history, and technical books; and
 
6    WHEREAS, Jay Barnard and his wife spent a great deal of
7time canoeing and traveling to Panama, Alaska, Florida, Arizona
8and numerous other places, but their favorite places were
9always the cabin in Minnesota and their home on the Rock River;
10he loved having his grandchildren at the cabin during the
11summer and taught his grandsons shooting and fishing; they both
12cherished their granddaughter; and
 
13    WHEREAS, Jay Barnard was preceded in death by his parents;
14his wife of 67 years, Virginia; his sister, Barbara Barnard
15Paul; and his daughter-in-law, Jan; and
 
16    WHEREAS, Jay Barnard is survived by his two sons, Dana
17Barnard and Robert (Kim) Barnard; his three grandchildren,
18Austin (Tiffany) Barnard, Grant Barnard, and Kinsley Barnard;
19over 30 nieces and nephews; and many friends; therefore, be it
 
20    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
21ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
22Jay L. "Jack" Barnard, and extend our sincere condolences to
