SENATE RESOLUTION

 
2    WHEREAS, State Senator Dan Kotowski attended the
3University of Illinois in Urbana-Champaign, where he received
4his bachelor's degree in English and communications and later
5attended DePaul University in Chicago, where he obtained a
6master's degree; and
 
7    WHEREAS, Senator Kotowski has long been an advocate for
8children and families in need, serving as the Vice-President of
9the Uhlich Children's Advantage Network, which helps children
10and families recover from neglect, abuse, and trauma; and
 
11    WHEREAS, Senator Kotowski later served as a public safety
12advocate with the Illinois Council against Handgun Violence;
13and
 
14    WHEREAS, Senator Kotowski's background in public service
15led him to run for the Illinois Senate in 2006; he was elected
16to represent many communities, including Des Plaines, Elk Grove
17Village, and his hometown of Park Ridge; and
 
18    WHEREAS, Senator Kotowski has served on and led a number of
19committees during his career in the General Assembly, including
20Senate Committees on Appropriations II (Chairman),
21Appropriations I (Vice-Chairman), Higher Education, Criminal

1Law, and Revenue, the Subcommittee on CLEAR Compliance
2(Chairman), the Subcommittee on Property Taxes (Chairman), the
3Subcommittee on Tax Credits, and Committees of the Whole; and
 
4    WHEREAS, Senator Kotowski has been a longtime advocate for
5those with epilepsy and autism; this year he was awarded the
6Penny Severns Memorial Award by the Coalition of Citizens with
7Disabilities for his ongoing support; and
 
8    WHEREAS, Senator Kotowski has been a tireless watchdog of
9government waste, fraud, and abuse and has sponsored
10legislation to create the Budgeting for Results Commission to
11create performance metrics for State programs, allowing the
12State to fund what works and get rid of what does not; and
 
13    WHEREAS, To prevent criminals from cheating the taxpayers
14of Illinois and make it easier for nonprofits to apply for
15State grants, Senator Kotowski sponsored the Grant
16Accountability and Transparency Act, which has created much
17stricter guidelines for grant management while creating a
18catalog of State grants to make it easier for charitable
19organizations to apply for grants; and
 
20    WHEREAS, The members of the Illinois Senate extend to
21Senator Dan Kotowski our best wishes as he begins the next
22phase of his life, and we wish him and his family well;

2    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
3ASSEMBLY OF THE STATE OF ILLINOIS, that we thank Senator Dan
4Kotowski for his years of service to the people of Illinois and
5his dedication as a member of the Illinois Senate and honor him
6with this resolution; and be it further
 
7    RESOLVED, That a suitable copy of this resolution be
8presented to Senator Dan Kotowski as a symbol of our gratitude
9and greatest hopes for his future endeavors.
