SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of William Stephen "Steve" Swinney of
4Benton, who passed away on September 16, 2015; and
 
5    WHEREAS, Steve Swinney was born in Benton on June 20, 1948
6to Dr. William "Bill" Joplin Swinney and Dorothy Monroe
7Swinney; he was a 1966 graduate of Benton Community High
8School, serving as class President and in numerous other clubs;
9he earned his bachelor's degree from Illinois State University
10and his master's degree from the University of Denver; and
 
11    WHEREAS, Steve Swinney spent the past 41 years working in
12the banking industry, serving as the President of the State
13Bank of Whittington since 1977; during his years as President,
14the bank added 3 new branches in Benton, Sesser, and
15Christopher; the bank has continued to be locally owned and
16operated and carries a 5-star rating; and
 
17    WHEREAS, Steve Swinney served most of his career on the
18legislative committee for the Community Bankers Association;
19he accepted the award for Business of the Year in 2010 for the
20State Bank of Whittington; and
 
21    WHEREAS, Steve Swinney was an avid golfer and enjoyed

1spending time with family and friends; he was a member of the
2Boccie Ball Club and the Elks Club; and
 
3    WHEREAS, Steve Swinney is survived by his wife, Sibyl
4Rodenbush Swinney; his children, Greg Swinney, Heather
5Franklin (Michael), and Sara Holman; his stepchildren, Ronda
6Baker Dunn (Randy), Beth Baker, and Preston Baker (Amy); his
7grandchildren, Tommy "The Turtle" Swinney, Emma, Kaylee, and
8Jacob Franklin, Dash, Charlie, and Josie Holman, Sara Hammer
9(Matt), Gavin Wanstreet (Elaine), and Lea Baker; his
10great-grandchild, Eleanor (Ella) Hammer; his sister, Nancy
11Durham (Chuck); his niece, Stephanie McDuffee (Mike), and her
12children, Jessica Sommer (Ethan) and Keyndra Calvin; his
13brothers-in-law, the Rev. Robert Rodenbush and wife,
14Evangeline, and Barry Rodenbush; his special cousin, Jack
15Monroe; and several other family members, friends, and
16colleagues; therefore, be it
 
17    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
18ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
19William Stephen "Steve" Swinney, and extend our sincere
20condolences to his family, friends, and all who knew and loved
21him; and be it further
 
22    RESOLVED, That a suitable copy of this resolution be
23presented to the family of Steve Swinney as an expression of
