SENATE RESOLUTION

 
2    WHEREAS, The Constitution of the United States requires an
3enumeration of the population every 10 years to apportion
4congressional representation among the states; and
 
5    WHEREAS, Pursuant to Section 141 of Title 13 of the United
6States Code, the next federal decennial census of the
7population will be taken on the first day of April in 2020; and
 
8    WHEREAS, A complete and accurate count of Illinois'
9population is essential to the State because the census count
10determines congressional representation, state redistricting,
11federal grant formula allocation, and the distribution of state
12subvention funds for an entire decade until the next decennial
13census is taken; and
 
14    WHEREAS, There are over 70 federal programs benefiting
15Illinois that use census enumeration and population numbers as
16part of their funding formulas, including formulas for
17education, health, and human services programs; and
 
18    WHEREAS, The United States Census Bureau will endeavor to
19count every person in the nation, and many states will be
20initiating programs to promote the census; and

1    WHEREAS, It is vitally important for Illinois to do
2everything it can to ensure that every Illinoisan is counted in
3the 2020 United States Census; therefore, be it
 
4    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
5ASSEMBLY OF THE STATE OF ILLINOIS, that the Illinois Complete
6Count Commission is hereby established; and be it further
 
7    RESOLVED, That the Commission shall consist of the
8following members:
 
9        (1) the President of the Senate or his designee;
10        (2) the Speaker of the House of Representatives or his
11    designee;
12        (3) the Minority Leader of the Senate or her designee;
13        (4) the Minority Leader of the House of Representatives
14    or his designee;
15        (5) the Mayor of Chicago or his designee;
16        (6) the Governor of Illinois or his designee;
17        (7) the President of the Cook County Board or her
18    designee;
19        (8) a representative of the Illinois Municipal League
20    appointed by the Governor;
21        (9) a representative of the Illinois Association of
22    County Board Members and Commissioners appointed by the
23    Governor;

1        (10) a representative of the Chicago Urban League
2    jointly appointed by the Senate President and the Speaker
3    of the House of Representatives;
4        (11) a representative of the Mexican American Legal
5    Defense and Education Fund jointly appointed by the Senate
6    President and the Speaker of the House of Representatives;
7        (12) a representative of the Hispanic Chamber of
8    Commerce jointly appointed by the Senate President and the
9    Speaker of the House of Representatives;
10        (13) a representative of the Illinois Chamber of
11    Commerce appointed by the Governor;
12        (14) a representative of the Chicago Chamber of
13    Commerce jointly appointed by the Senate President and the
14    Speaker of the House of Representatives;
15        (15) a representative of the Black Chamber of Commerce
16    jointly appointed by the Senate President and the Speaker
17    of the House of Representatives; and
18        (16) one representative each appointed by the
19    President of the Senate or his or her designee, the Speaker
20    of the House of Representatives or his or her designee, the
21    Minority Leader of the Senate or his or her designee, and
22    the Minority Leader of the House of Representatives or his
23    or her designee; and be it further
 
24    RESOLVED, That the Governor of Illinois and Mayor of
25Chicago shall serve as co-chairpersons of the Commission; the

1Commission shall meet at the call of the chair or any 10
2members of the Commission; and be it further
 
3    RESOLVED, That the Commission will develop, recommend, and
4assist in the administration of a census outreach strategy to
5encourage full participation in the 2020 federal decennial
6census of population required by Section 141 of Title 13 of the
7United States Code; and be it further
 
8    RESOLVED, That the census outreach strategy shall include,
9but not be limited to, State agency initiatives to encourage
10participation in the 2020 Census, the establishment and support
11of school-based outreach programs, partnerships with
12non-profit community-based organizations, and a multi-lingual,
13multi-media campaign designed to ensure an accurate and
14complete count of Illinois' population; and be it further
 
15    RESOLVED, That, in carrying out its duties, the Commission
16may create and appoint subcommittees as it deems appropriate
17and shall solicit participation from relevant experts and
18practitioners involved in census issues; and be it further
 
19    RESOLVED, That the Illinois Complete Count effort will be
20coordinated out of the Office of the Governor and the Office of
21the Mayor of Chicago, which shall enlist all State and City of
22Chicago agencies and departments directly responsible to the

1Governor or the Mayor of Chicago, as the case may be, to
2identify effective methods of outreach to Illinoisans and to
3provide resources to ensure the outreach program is successful
4and that all Illinoisans are counted; each agency and
5department shall inform the Office of the Governor or Office of
6the Mayor of Chicago, as the case may be, of their designated
7census coordinator for purposes of this effort; all agencies
8and departments shall cooperate with the Commission and provide
9support to the Commission; and be it further
 
10    RESOLVED, That the Commission shall submit an interim
11report to the General Assembly by November 30, 2016, containing
12its recommended outreach strategy to encourage full
13participation and to avoid an undercount in the 2020 Census;
14thereafter, the Commission shall submit its final report to the
15General Assembly no later than November 30, 2017, specifying
16its recommended outreach strategy for implementation for the
172020 Census; and be it further
 
18    RESOLVED, That other entities of State government not
19directly responsible to the Governor, including other
20constitutional officers, the offices of the legislative and
21judicial branches, and units of local government shall
22cooperate and provide all reasonable assistance to the
23Commission.
