AMENDMENT TO SENATE JOINT RESOLUTION 11

2    AMENDMENT NO. ___. Amend Senate Joint Resolution 11 by
3replacing everything after the heading with the following:
 
4    "WHEREAS, The citizens of the State of Illinois are
5increasingly using new technologies, including smartphones, in
6their daily lives; and
 
7    WHEREAS, The usage of such devices includes core day-to-day
8functions like working, banking, and shopping; and
 
9    WHEREAS, The State of Illinois recently enacted
10legislation to allow for digital "proof of insurance" for
11insuring motor vehicles; and
 
12    WHEREAS, There exists emerging technology that allows for
13secure digital driver's licenses; and

1    WHEREAS, Our neighboring state of Iowa is already
2developing a mobile application for smartphones to allow for
3digital driver's licenses; and
 
4    WHEREAS, Iowa plans to launch a "pilot program" in 2015 to
5allow for digital driver's licenses, with the hope to offer
6them to its citizens in 2016; and
 
7    WHEREAS, Delaware is also considering legislation to look
8into becoming the first state to issue digital driver's
9licenses; and
 
10    WHEREAS, Illinois has been at the forefront of emerging new
11technologies; therefore, be it
 
12    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
13ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
14CONCURRING HEREIN, that there is created the Electronic
15Driver's License Task Force, consisting of the following
16members:
17        (1) the Governor, or his or her designee;
18        (2) the Secretary of State, or his or her designee;
19        (3) one member of the General Assembly, appointed by
20    the President of the Senate;
21        (4) one member of the General Assembly, appointed by
22    the Minority Leader of the Senate;

1        (5) one member of the General Assembly, appointed by
2    the Speaker of the House of Representatives;
3        (6) one member of the General Assembly, appointed by
4    the Minority Leader of the House of Representatives; and
5        (7) the Director of State Police, or his or her
6    designee; and be it further
 
7    RESOLVED, That the Secretary of State's Office shall
8provide staff and administrative support to the Task Force; and
9be it further
 
10    RESOLVED, That the Task Force shall examine and make
11recommendations related to the feasibility and cost of the
12Secretary of State issuing electronic or "virtual" driver's
13licenses to Illinois residents, in addition to currently
14accepted forms of identification; and be it further
 
15    RESOLVED, That the Task Force shall meet at least 3 times
16and shall report its findings to the General Assembly on or
17before December 31, 2015; and be it further
 
18    RESOLVED, That the Task Force shall be dissolved after
19submitting its findings to the General Assembly.".
