SENATE JOINT RESOLUTION NO. 11

(As Amended by Senate Amendment No. 1)

 
3    WHEREAS, The citizens of the State of Illinois are
4increasingly using new technologies, including smartphones, in
5their daily lives; and
 
6    WHEREAS, The usage of such devices includes core day-to-day
7functions like working, banking, and shopping; and
 
8    WHEREAS, The State of Illinois recently enacted
9legislation to allow for digital "proof of insurance" for
10insuring motor vehicles; and
 
11    WHEREAS, There exists emerging technology that allows for
12secure digital driver's licenses; and
 
13    WHEREAS, Our neighboring state of Iowa is already
14developing a mobile application for smartphones to allow for
15digital driver's licenses; and
 
16    WHEREAS, Iowa plans to launch a "pilot program" in 2015 to
17allow for digital driver's licenses, with the hope to offer
18them to its citizens in 2016; and
 
19    WHEREAS, Delaware is also considering legislation to look

1into becoming the first state to issue digital driver's
2licenses; and
 
3    WHEREAS, Illinois has been at the forefront of emerging new
4technologies; therefore, be it
 
5    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
6ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
7CONCURRING HEREIN, that there is created the Electronic
8Driver's License Task Force, consisting of the following
9members:
10        (1) the Governor, or his or her designee;
11        (2) the Secretary of State, or his or her designee;
12        (3) one member of the General Assembly, appointed by
13    the President of the Senate;
14        (4) one member of the General Assembly, appointed by
15    the Minority Leader of the Senate;
16        (5) one member of the General Assembly, appointed by
17    the Speaker of the House of Representatives;
18        (6) one member of the General Assembly, appointed by
19    the Minority Leader of the House of Representatives; and
20        (7) the Director of State Police, or his or her
21    designee; and be it further
 
22    RESOLVED, That the Secretary of State's Office shall
23provide staff and administrative support to the Task Force; and

2    RESOLVED, That the Task Force shall examine and make
3recommendations related to the feasibility and cost of the
4Secretary of State issuing electronic or "virtual" driver's
5licenses to Illinois residents, in addition to currently
6accepted forms of identification; and be it further
 
7    RESOLVED, That the Task Force shall meet at least 3 times
8and shall report its findings to the General Assembly on or
9before December 31, 2015; and be it further
 
10    RESOLVED, That the Task Force shall be dissolved after
11submitting its findings to the General Assembly.
