(a) Beginning with the 2016-2017 school year, the Board
shall collect from school districts data about programs for
gifted and talented children, including the total number and
percentage of programs offered for gifted and talented
children, organized by grade level, areas of learning, and
program type; the total number and percentage of students
enrolled in those programs organized by grade level, areas of
learning, and program type; the demographic information of
students enrolled in those programs, including gender, race,
ethnicity, and income status, organized by grade level, areas
of learning, and program type; and whether the school district
or a school uses universal screening as part of its gifted and
talented identification process.
(b) Data compiled under this Act must be published on the
Board's Illinois Report Card website.
Universal screening to identify
under-enrollment of low-income and minority students in
programs for gifted and talented children.
(a) The 5% of school districts with the greatest combined
percentage point difference between their enrolled student
population demographics and their gifted and talented student
population demographics, calculated by totaling percentage
points across gender, race, ethnicity, and income status
demographic data for the 2016-2017 school year, shall, subject
to appropriation, conduct a universal screening for enrolled

second and fifth graders the following school year.
(b) The Board shall submit a written report about results
of the universal screening to the Governor, the State
Superintendent of Education, the Chairperson of the Board, the
President of the Senate, the Speaker of the House of
Representatives, the Minority Leader of the Senate, the
Minority Leader of House of Representatives, the Chairperson
and all members of the Senate Education Committee, and the
Chairperson and all members of the House Elementary and
Secondary Education: School Curriculum and Policies Committee.
The report shall compare those districts' 2016-2017 gifted and
talented data with their 2017-2018 gifted and talented data
after the results of universal screening are known.
