AMENDMENT TO SENATE BILL 2289

2    AMENDMENT NO. ______. Amend Senate Bill 2289 on page 1, by
3replacing line 20 with "Sections 10-7, 10-25, 20-7, 20-10,
427-10, 27-13, 28-10, and 28-13 as follows:"; and
 
5on page 1, immediately after line 20, by inserting the
6following:
 
7    "(60 ILCS 1/10-7 new)
8    Sec. 10-7. Cost and services study. Prior to certifying and
9causing a proposition to be submitted to the voters under
10Section 10-5, the county board and township board shall conduct
11or have conducted a cost and services study detailing the
12fiscal and services impact the altering of township boundaries
13would have on the taxpayers of the county and township. Any
14such cost and services study shall be completed on or before 45
15days after adoption of an ordinance or resolution for a
16referendum has been adopted under Section 10-5. After receipt

1of the cost and services study by the county board, and no
2later than 60 days after adoption of an ordinance or resolution
3for a referendum has been adopted under Section 10-5, the
4county board shall certify and cause the referendum to be
5submitted to the voters of the county to alter township
6boundaries as provided in Section 10-5."; and
 
7on page 2, immediately after line 23, by inserting the
8following:
 
9    "(60 ILCS 1/20-7 new)
10    Sec. 20-7. Cost and services study. Prior to certifying and
11causing a proposition to be submitted to the voters under
12Section 20-5, the township boards of the townships being
13consolidated shall conduct or have conducted a cost and
14services study detailing the fiscal and services impact the
15consolidation of the townships would have on the taxpayers of
16the county and townships. Any such cost and services study
17shall be completed on or before 45 days after adoption receipt
18of a petition under Section 20-5. After receipt of the cost and
19services study by the county board and township boards, and no
20later than 60 days after receipt of a petition under Section
2120-5, the township boards shall certify and cause the
22proposition to be submitted to the voters of the townships to
23consolidate the townships as provided in Section 20-5."; and

1on page 5, immediately after line 7, by inserting the
2following:
 
3    "(60 ILCS 1/27-13 new)
4    Sec. 27-13. Cost and services study. Prior to certifying
5and causing a proposition to be submitted to the voters under
6Section 27-10, the city council of the coterminous municipality
7that governs the township shall conduct or have conducted a
8cost and services study, paid for by the township and
9municipality, detailing the fiscal and services impact the
10discontinuance of the township would have on the taxpayers of
11the township and municipality. Any such cost and services study
12shall be completed on or before 45 days after adoption of an
13ordinance, or receipt of a petition, under Section 27-10. After
14receipt of the cost and services study by the city council, and
15no later than 60 days after adoption of an ordinance, or
16receipt of a petition, under Section 27-10, the city council
17shall certify and cause the proposition to be submitted to the
18voters of the township to discontinue and abolish the township
19organization as provided in Section 27-10."; and
 
20on page 6, immediately after line 18, by inserting the
21following:
 
22    "(60 ILCS 1/28-13 new)
23    Sec. 28-13. Cost and services study. Prior to or after the

1adoption of an ordinance under Section 28-10, the township
2board shall conduct or have conducted a cost and services study
3detailing the fiscal and township services impact the
4discontinuance of the township organization would have on the
5taxpayers of the township. Any such cost and services study
6shall be completed no later than 45 days after adoption of an
7ordinance under Section 28-10. After receipt of the cost and
8services study by the township board, and after adoption of an
9ordinance under Section 28-10, the township organization may
10cease as provided under this Article.".
