SYNOPSIS AS INTRODUCED:
 
65 ILCS 5/11-1-14 new

    Amends the Illinois Municipal Code. Provides that municipalities with a population of greater than 1,000,000 shall require their police officers to wear and use body cameras and to create policies concerning the wearing and use of body cameras on or before January 1, 2017. Limits home rule powers. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Municipal Code is amended by adding
5Section 11-1-14 as follows:
 
6    (65 ILCS 5/11-1-14 new)
7    Sec. 11-1-14. Body cameras. On or before January 1, 2017,
8the corporate authorities of a municipality with a population
9greater than 1,000,000 which has a police department shall
10require officer-worn body cameras to be worn and used by all
11police officers. On or before January 1, 2017, the police
12department shall adopt policies regarding the wearing and use
13of officer-worn body cameras consistent with the guidelines
14developed by the Illinois Law Enforcement Training Standards
15Board under the Law Enforcement Officer-Worn Body Camera Act. A
16home rule unit may not regulate the wearing or use of
17officer-worn body cameras in a manner inconsistent with the
18guidelines developed by the Illinois Law Enforcement Training
19Standards Board. This Section is a limitation under subsection
20(i) of Section 6 of Article VII of the Illinois Constitution on
21the concurrent exercise by home rule units of powers and
22functions exercised by the State.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
