AMENDMENT TO SENATE BILL 2157

2    AMENDMENT NO. ______. Amend Senate Bill 2157 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Public Community College Act is amended by
5adding Section 3-8.5 as follows:
 
6    (110 ILCS 805/3-8.5 new)
7    Sec. 3-8.5. Community college trustee's leadership
8training.
9    (a) Every voting member of a board elected or appointed for
10an elected trustee for a term beginning after the effective
11date of this amendatory Act of the 99th General Assembly shall
12complete a minimum of 4 hours of professional development
13leadership training covering topics in community college and
14labor law, opening meetings law, freedom of information law,
15ethics, sexual violence on campus, financial oversight and
16accountability, audits, and fiduciary responsibilities of a

1community college trustee during the first, third, and fifth
2year of his or her term. The community college district shall
3maintain on its Internet website, if any, the names of all
4elected voting trustees of the board who have successfully
5completed the training.
6    (b) The training under this Section may be provided by an
7association established under this Code for the purpose of
8training community college district board trustees or by other
9qualified providers approved by the State Board, in
10consultation with an association so established.
11    (c) The board member shall certify completion of the
12training required under this Section to the secretary of the
13board. If the certification indicates that a board member has
14not completed the training, the secretary shall send a notice
15to the chairperson of the board and the president or acting
16chief executive officer of the community college of that fact,
17and the board shall suspend the member from continued service,
18at which point, the member has 45 days to complete all training
19deemed incomplete as provided by the certification. Failure of
20the board member to complete the necessary training within this
21probationary period constitutes a resignation from and creates
22a vacancy in the board, which vacancy shall be filled as
23provided under subsection (d) of Section 3-7 of this Act.
24    (d) This Section applies to all community college districts
25with elected board trustees serving pursuant to this Article
26who have been elected after the effective date of this

1amendatory Act of the 99th General Assembly or appointed to
2fill a vacancy of at least one year's duration of an elected
3trustee after the effective date of this amendatory Act of the
499th General Assembly.".
