SYNOPSIS AS INTRODUCED:
 
110 ILCS 805/3-8.5 new

    Amends the Public Community College Act. With regard to all community college districts with elected board trustees who have been elected after the effective date of this amendatory Act or appointed to fill a vacancy of at least one year's duration of an elected trustee after the effective date of this amendatory Act, provides that every voting member of a community college district's board elected or appointed for an elected trustee for a term beginning after the effective date of this amendatory Act, within a year after the effective date of this amendatory Act and during the third and fifth year of his or her term, shall complete a minimum of 4 hours of professional development leadership training. Provides that the community college district shall maintain on its Internet website, if any, the names of all elected voting trustees of the community college district's board who have successfully compete the training. Provides that the training may be provided by an association established for the purpose of training community college district board trustees or by other qualified providers approved by the Illinois Community College Board. Effective January 1, 2017.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Public Community College Act is amended by
5adding Section 3-8.5 as follows:
 
6    (110 ILCS 805/3-8.5 new)
7    Sec. 3-8.5. Community college trustee's leadership
8training.
9    (a) Every voting member of a board elected or appointed for
10an elected trustee for a term beginning after the effective
11date of this amendatory Act of the 99th General Assembly,
12within a year after the effective date of this amendatory Act
13of the 99th General Assembly and during the third and fifth
14year of his or her term, shall complete a minimum of 4 hours of
15professional development leadership training covering topics
16in community college and labor law, opening meetings law,
17freedom of information law, ethics, financial oversight and
18accountability, audits, and fiduciary responsibilities of a
19community college trustee. The community college district
20shall maintain on its Internet website, if any, the names of
21all elected voting trustees of the board who have successfully
22completed the training.
23    (b) The training under this Section may be provided by an

1association established under this Code for the purpose of
2training community college district board trustees or by other
3qualified providers approved by the State Board, in
4consultation with an association so established.
5    (c) This Section applies to all community college districts
6with elected board trustees serving pursuant to this Article
7who have been elected after the effective date of this
8amendatory Act of the 99th General Assembly or appointed to
9fill a vacancy of at least one year's duration of an elected
10trustee after the effective date of this amendatory Act of the
1199th General Assembly.
 
12    Section 99. Effective date. This Act takes effect January
131, 2017.
