AMENDMENT TO SENATE BILL 1941

2    AMENDMENT NO. ______. Amend Senate Bill 1941, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Unemployment Insurance Act is amended by
6changing Section 403 as follows:
 
7    (820 ILCS 405/403)  (from Ch. 48, par. 403)
8    Sec. 403. Maximum total amount of benefits.
9    A. With respect to any benefit year beginning prior to
10September 30, 1979, any otherwise eligible individual shall be
11entitled, during such benefit year, to a maximum total amount
12of benefits as shall be determined in the manner set forth in
13this Act as amended and in effect on November 9, 1977.
14    B. With respect to any benefit year beginning on or after
15September 30, 1979, except as otherwise provided in this
16Section, any otherwise eligible individual shall be entitled,

1during such benefit year, to a maximum total amount of benefits
2equal to 26 times his or her weekly benefit amount plus
3dependents' allowances, or to the total wages for insured work
4paid to such individual during the individual's base period,
5whichever amount is smaller. With respect to any benefit year
6beginning in calendar year 2012, any otherwise eligible
7individual shall be entitled, during such benefit year, to a
8maximum total amount of benefits equal to 25 times his or her
9weekly benefit amount plus dependents' allowances, or to the
10total wages for insured work paid to such individual during the
11individual's base period, whichever amount is smaller. If the
12maximum amount includable as "wages" pursuant to Section 235 is
13$13,560 with respect to calendar year 2013, then, with respect
14to any benefit year beginning after March 31, 2013 and before
15April 1, 2014, any otherwise eligible individual shall be
16entitled, during such benefit year, to a maximum total amount
17of benefits equal to 25 times his or her weekly benefit amount
18plus dependents allowances, or to the total wages for insured
19work paid to such individual during the individual's base
20period, whichever amount is smaller. With respect to any
21benefit year beginning in calendar year 2018, any otherwise
22eligible individual shall be entitled, during such benefit
23year, to a maximum total amount of benefits equal to 24 times
24his or her weekly benefit amount plus dependents' allowances,
25or to the total wages for insured work paid to such individual
26during the individual's base period, whichever amount is

1smaller.
2    C. With respect to any benefit year beginning on or after
3December 1, 2016 and prior to the effective date of this
4amendatory Act of the 99th General Assembly, any otherwise
5eligible individual whose total or partial unemployment is
6attributable to a layoff by his or her employer who is a
7manufacturer of steel shall be entitled, during such benefit
8year, to a maximum total amount of benefits equal to 52 times
9his or her weekly benefit amount plus dependents' allowances,
10or to the total wages for insured work paid to such individual
11during the individual's base period, whichever amount is
12smaller.
13    If, prior to the effective date of this amendatory Act of
14the 99th General Assembly, such individual has received the
15maximum total amount of benefits to which he or she was
16entitled under this Act for the benefit year, the individual
17shall be entitled to extended benefits equal to the maximum
18total amount of benefits established under this subsection C
19minus the benefits received prior to the effective date of this
20amendatory Act of the 99th General Assembly.
21    The benefit year for any person entitled to benefits under
22this subsection C shall be extended by an additional 12 months
23to accommodate the additional benefits provided under this
24subsection C.
25    The provisions of Section 607 and the waiting period
26requirements of Section 500D shall not be applicable to any

1week with respect to which benefits are otherwise payable under
2this subsection C.
