1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
52-3.163 as follows:
 
6    (105 ILCS 5/2-3.163 new)
7    Sec. 2-3.163. Youth suicide awareness and prevention.
8    (a) This Section may be referred to as Ann Marie's Law.
9    (b) The State Board of Education shall do both of the
10following:
11        (1) In consultation with a youth suicide prevention
12    organization operating in this State, develop a model youth
13    suicide awareness and prevention policy that is consistent
14    with subsection (c) of this Section.
15        (2) Compile, develop, and post on its publicly
16    accessible Internet website both of the following, which
17    may include materials already publicly available:
18            (A) Recommended guidelines and educational
19        materials for training and professional development.
20            (B) Recommended resources and age-appropriate
21        educational materials on youth suicide awareness and
22        prevention.
23    (c) The model policy developed by the State Board of

1Education under subsection (b) of this Section and any policy
2adopted by a school board under subsection (d) of this Section
3shall include all of the following:
4        (1) A statement on youth suicide awareness and
5    prevention.
6        (2) Protocols for administering youth suicide
7    awareness and prevention education to staff and students.
8        (3) Methods of prevention, including procedures for
9    early identification and referral of students at risk of
10    suicide.
11        (4) Methods of intervention, including procedures that
12    address an emotional or mental health safety plan for
13    students identified as being at increased risk of suicide.
14        (5) Methods of responding to a student or staff suicide
15    or suicide attempt.
16        (6) Reporting procedures.
17        (7) Recommended resources on youth suicide awareness
18    and prevention programs, including current contact
19    information for such programs.
20    (d) Beginning with the 2015-2016 school year, each school
21board shall adopt an age-appropriate youth suicide awareness
22and prevention policy consistent with subsection (c) of this
23Section, inform each school district employee and the parent or
24legal guardian of each student enrolled in the school district
25of such policy, and post such policy on the school district's
26publicly accessible Internet website. The policy adopted by a

1school board under this subsection (d) may be based upon the
2model policy developed by the State Board of Education under
3subsection (b) of this Section.
 
4    Section 99. Effective date. This Act takes effect upon
5becoming law.
