1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Career
5and Workforce Transition Act.
 
6    Section 5. Definitions.
7    "Board" means the Illinois Community College Board.
8    "Institution" means a non-degree granting institution that
9is regulated and approved by the Board of Higher Education
10under the Private Business and Vocational Schools Act of 2012
11and that is nationally accredited by an accreditor approved by
12the U.S. Department of Education.
 
13    Section 10. Transfer of credits. A public community college
14district shall accept up to 30 credit hours transferred from an
15institution that has been approved under Section 15 of this Act
16if a student has completed one of the following programs at
17that institution:
18        (1) Medical Assisting.
19        (2) Medical Coding.
20        (3) Dental Assisting.
21        (4) HVAC (Heating, Ventilation, and Air Conditioning).
22        (5) Welding.

1        (6) Pharmacy Technician.
2The program must, at a minimum, be a 9-month program and use a
3credit-hour system.
 
4    Section 15. Board approval. The Board may approve an
5institution as an institution from which credits may be
6transferred under Section 10 of this Act if all of the
7following conditions are met:
8        (1) The institution has submitted all proper
9    documentation and application materials that the Board
10    requests.
11        (2) The institution has successfully completed a full
12    term of national accreditation without probation, without
13    being denied accreditation, and without withdrawing an
14    application.
15        (3) The Board has verified the institution's good
16    standing during the period of its national accreditation.
17    Credit transfers from the institution may be made only
18    during the verified accreditation period. An institution
19    that is under review due to probation, that is denied
20    accreditation, or that withdraws an application for
21    national accreditation may not be approved under this
22    Section.
 
23    Section 90. Rulemaking. The Board shall adopt any rules
24necessary to carry out its responsibilities under this Act.
