AMENDMENT TO SENATE BILL 575

2    AMENDMENT NO. ______. Amend Senate Bill 575 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The University of Illinois Act is amended by
5adding Section 90 as follows:
 
6    (110 ILCS 305/90 new)
7    Sec. 90. MAP funding; prohibitions. The University may not
8prohibit a student from registering for classes or refuse to
9issue a student transcript based solely on the fact that the
10student was awarded a Monetary Award Program grant under
11Section 35 of the Higher Education Student Assistance Act for
12Fiscal Year 2016, but the student did not receive that grant
13because no funds were appropriated for grant awards. The
14provisions of this Section, other than this sentence, are
15inoperative if funds are appropriated from the General Revenue
16Fund to the Illinois Student Assistance Commission for Fiscal

2    Section 10. The Southern Illinois University Management
3Act is amended by adding Section 75 as follows:
 
4    (110 ILCS 520/75 new)
5    Sec. 75. MAP funding; prohibitions. The University may not
6prohibit a student from registering for classes or refuse to
7issue a student transcript based solely on the fact that the
8student was awarded a Monetary Award Program grant under
9Section 35 of the Higher Education Student Assistance Act for
10Fiscal Year 2016, but the student did not receive that grant
11because no funds were appropriated for grant awards. The
12provisions of this Section, other than this sentence, are
13inoperative if funds are appropriated from the General Revenue
14Fund to the Illinois Student Assistance Commission for Fiscal

16    Section 15. The Chicago State University Law is amended by
17adding Section 5-185 as follows:

3    (110 ILCS 805/3-29.11 new)
4    Sec. 3-29.11. MAP funding; prohibitions. A community
5college district may not prohibit a student from registering
6for classes or refuse to issue a student transcript based
7solely on the fact that the student was awarded a Monetary
8Award Program grant under Section 35 of the Higher Education
9Student Assistance Act for Fiscal Year 2016, but the student
10did not receive that grant because no funds were appropriated
11for grant awards. The provisions of this Section, other than
12this sentence, are inoperative if funds are appropriated from
13the General Revenue Fund to the Illinois Student Assistance
14Commission for Fiscal Year 2016 Monetary Award Program grant
15awards.
 
16    Section 99. Effective date. This Act takes effect upon
17becoming law.".
