1    AN ACT concerning human rights.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The White Cane Law is amended by changing
5Section 3 as follows:
 
6    (775 ILCS 30/3)  (from Ch. 23, par. 3363)
7    Sec. 3. The The blind, the visually handicapped, the
8hearing impaired, persons who are subject to epilepsy or other
9seizure disorders, and the otherwise physically disabled have
10the same right as the able-bodied to the full and free use of
11the streets, highways, sidewalks, walkways, public buildings,
12public facilities and other public places.
13    The blind, the visually handicapped, the hearing impaired,
14persons who are subject to epilepsy or other seizure disorders,
15and the otherwise physically disabled are entitled to full and
16equal accommodations, advantages, facilities and privileges of
17all common carriers, airplanes, motor vehicles, railroad
18trains, motor buses, street cars, boats or any other public
19conveyances or modes of transportation, hotels, lodging
20places, places of public accommodation, amusement or resort and
21other places to which the general public is invited, subject
22only to the conditions and limitations established by law and
23applicable alike to all persons.

1    Every totally or partially blind, hearing impaired, person
2who is subject to epilepsy or other seizure disorders, or
3otherwise physically disabled person or a trainer of support
4dogs, guide dogs, seizure-alert dogs, seizure-response dogs,
5or hearing dogs shall have the right to be accompanied by a
6support dog or guide dog especially trained for the purpose, or
7a dog that is being trained to be a support dog, guide dog,
8seizure-alert dog, seizure-response dog, or hearing dog, in any
9of the places listed in this Section without being required to
10pay an extra charge for the guide, support, seizure-alert,
11seizure-response, or hearing dog; provided that he shall be
12liable for any damage done to the premises or facilities by
13such dog.
