AMENDMENT TO SENATE BILL 274

2    AMENDMENT NO. ______. Amend Senate Bill 274, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Illinois Procurement Code is amended by
6changing Section 50-30 as follows:
 
7    (30 ILCS 500/50-30)
8    Sec. 50-30. Revolving door prohibition.
9        (a) Chief procurement officers, State purchasing
10officers, procurement compliance monitors, their designees
11whose principal duties are directly related to State
12procurement, and and executive officers confirmed by the Senate
13are expressly prohibited for a period of 2 years after
14terminating an affected position from engaging in any
15procurement activity relating to the State agency most recently
16employing them in an affected position for a period of at least

16 months. The prohibition includes but is not limited to:
2lobbying the procurement process; specifying; bidding;
3proposing bid, proposal, or contract documents; on their own
4behalf or on behalf of any firm, partnership, association, or
5corporation. This subsection applies only to persons who
6terminate an affected position on or after January 15, 1999.
7    (b) In addition to any other provisions of this Code,
8employment of former State employees is subject to the State
9Officials and Employees Ethics Act.
