1    AN ACT concerning wildlife.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Unmanned Aerial System Oversight Task Force Act.
 
6    Section 5. Purpose. The use of drones is becoming more
7common in everyday applications both commercially and
8privately. It is clear that increased drone use creates
9emerging conflicts and challenges to providing guidance into
10the safe operation of drones, while not infringing upon the
11constitutional rights of others. It is necessary to establish a
12task force to provide oversight and input in creating
13comprehensive laws and rules for the operation and use of drone
14technology within this State, subject to federal oversight and
15regulation.
 
16    Section 10. Definitions. As used in this Act:
17    "Task Force" means the Unmanned Aerial System Oversight
18Task Force.
19    "Unmanned Aerial System" or "UAS" means an unmanned aerial
20vehicle or drone.
 
21    Section 15. The Unmanned Aerial System Task Force.

1    (a) There is hereby created the Unmanned Aerial System
2Oversight Task Force to study and make recommendations for the
3operation, usage, and regulation of Unmanned Aerial Systems,
4commonly referred to as "drone" technology, within this State.
5    (b) Within 90 days after the effective date of this Act
6members of the Task Force shall be appointed by the Governor
7and shall consist of one member from each of the following
8agencies or interest groups:
9        (1) a member of the Division of Aeronautics of the
10    Department of Transportation, nominated by the Secretary
11    of Transportation;
12        (2) a member of the Department of State Police,
13    nominated by the Director of State Police;
14        (3) a Conservation Police officer of the Department of
15    Natural Resources, nominated by the Director of Natural
16    Resources;
17        (4) a member of the Department of Agriculture,
18    nominated by the Director of Agriculture;
19        (5) a member of the Department of Commerce and Economic
20    Opportunity, nominated by the Director of Commerce and
21    Economic Opportunity;
22        (6) a UAS technical commercial representative;
23        (7) a UAS manufacturing industry representative;
24        (8) a person nominated by the Attorney General;
25        (9) a member of the Illinois Conservation Police Lodge,
26    nominated by the president of the Lodge;

1        (10) a member of a statewide sportsmen's federation,
2    nominated by the president of the federation;
3        (11) a member of a statewide agricultural association,
4    nominated by the president of the association;
5        (12) a member of a statewide commerce association,
6    nominated by the president or executive director of the
7    association;
8        (13) a person nominated by an electric utility company
9    serving retail customers in this State;
10        (14) a member of the Illinois National Guard, nominated
11    by the Adjutant General;
12        (15) a member of a statewide retail association,
13    nominated by the president of the association;
14        (16) a member of a statewide manufacturing trade
15    association, nominated by the president or chief executive
16    officer of the association;
17        (17) a member of a statewide property and casualty
18    insurance association, nominated by the president or chief
19    executive officer of the association;
20        (18) a member of a statewide association representing
21    real estate brokers licensed in this State, nominated by
22    the president of the association;
23        (19) a member of a statewide surveying association,
24    nominated by the president of the association;
25        (20) a law enforcement official from a municipality
26    with a population of 2 million or more inhabitants,

1    nominated by the mayor of the municipality;
2        (21) a law enforcement official from a municipality
3    with a population of less than 2 million inhabitants,
4    nominated by a statewide police chiefs association; and
5        (22) a member of a statewide freight railroad
6    association, nominated by the president of the
7    association.
8    (c) Nominations to the Task Force must be submitted to the
9Governor within 60 days of the effective date of this Act. The
10Governor shall make the appointments within 30 days after the
11close of nominations. The term of the appointment shall be
12until submission of the report of comprehensive
13recommendations under subsection (g) of this Section. The
14member from the Division of Aeronautics of the Department of
15Transportation shall chair the Task Force and serve as a
16liaison to the Governor and General Assembly. Meetings of the
17Task Force shall be held as necessary to complete the duties of
18the Task Force. Meetings of the Task Force shall be held in the
19central part of the State.
20    (d) The members of the Task Force shall receive no
21compensation for serving as members of the Task Force.
22    (e) The Task Force shall consider commercial and private
23uses of drones, landowner and privacy rights, as well as
24general rules and regulations for safe operation of drones, and
25prepare comprehensive recommendations for the safe and lawful
26operation of UAS in this State.

1    (f) The Department of Transportation shall provide
2administrative support to the Task Force.
3    (g) The Task Force shall submit a report with
4recommendations to the Governor and General Assembly no later
5than July 1, 2016.
 
6    Section 20. Expiration. This Act is repealed on September
71, 2016.
 
8    Section 99. Effective date. This Act takes effect upon
9becoming law.
