HOUSE RESOLUTION

 
2    WHEREAS, Illinois Vision 20/20 has established a blueprint
3for the future of education in Illinois for the more than 2
4million school children educated in the State; and
 
5    WHEREAS, One of the pillars and areas for prioritization of
6this vision is to provide students with a 21st century learning
7environment; and
 
8    WHEREAS, Illinois should modernize its approach by
9delivering 21st century instruction that provides all students
10access to modern learning environments and incorporate
11technology in state learning standards; education should also
12allow students to learn and apply knowledge, think creatively,
13and be well-prepared for a global citizenry; and
 
14    WHEREAS, A 21st century education must address the role of
15technology in the broad definition of learning, not as the
16total solution, but technology as a tool that can enhance and
17augment the teaching and learning processes in our schools by
18reducing costs, encouraging higher-level thinking, increasing
19student engagement, and aiding in individualized instruction;
20and
 
21    WHEREAS, A technology gap exists in Illinois schools, with

1less affluent schools unable to provide their students the
2benefits of technology in instruction; and
 
3    WHEREAS, Broadband has become a fundamental infrastructure
4need for instruction providing students with direct access to a
5world of learning materials; access to adequate broadband and
6bandwidth is not equitable, with only 26% of Illinois districts
7having adequate infrastructure; and
 
8    WHEREAS, Thousands of citizens of Illinois, 500 school
9districts representing nearly 760,000 students, education
10organizations, companies, non-profits, and those who support
11public education have endorsed the Vision 20/20 plan in order
12to fulfill the promise of public education in Illinois; and
 
13    WHEREAS, The members of this body join the Vision 20/20
14supporters in promoting the priorities of this vision;
15therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
18designate August 18, 2015 as The Vision 20/20 21st Century
19Learning Day in the State of Illinois and applaud the
20architects of the Vision 20/20 plan to invest in our children's
21future, our State's future, and our nation's future; and be it

1    RESOLVED, That a suitable copy of this resolution be
2presented to the Alliance Vision 20/20 organization as a symbol
3of our respect and esteem for its work.
