HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Chuck Balling on the
4occasion of his retirement as Executive Director of the
5Glenview Park District; and
 
6    WHEREAS, Chuck Balling became Executive Director of the
7Glenview Park District 9 years ago, and he has spent 40 years
8in the field of parks, recreation, and conservation; and
 
9    WHEREAS, The Glenview Park District was founded in 1927; it
10is one of the largest independent municipal agencies in
11Illinois, providing quality recreational programs, facilities,
12and open space; it serves more than 56,000 residents and
13maintains and operates more than 845 acres with 51 parks and
14facilities; and
 
15    WHEREAS, Chuck Balling oversaw many of the District's
16facility improvement projects; he was a strong proponent of
17environmental and historical initiatives and fostered
18intergovernmental cooperation; and
 
19    WHEREAS, In addition to Glenview, Chuck Balling has
20actively served other communities through several of the top
21park districts in Illinois including Naperville,

1Homewood-Flossmoor, Elmhurst, and Gurnee; he is past Chairman
2of the Park District Risk Management Agency and currently
3serves on the board; he is Past President and current member of
4the Glenview Noon Rotary Club, Past Co-chair and current member
5of the Glenview Values Committee, and serves on the Northern
6Suburban Special Recreation Association Board of Directors;
7and
 
8    WHEREAS, Chuck Balling received the 1989 Distinguished
9Alumni Award from Eastern Illinois University's Recreation
10Department and the 1999 Illinois Park and Recreation
11Association (IPRA) Professional of the Year Award; in 2011, he
12received the IPRA Fellow Award, and, in 2012, he received the
13IPRA Robert Artz Lifetime Achievement Award; he has written a
14number of articles for both the Illinois Park and Recreation
15and the Athletic Business magazines and has been a presenter at
16their annual conferences; and
 
17    WHEREAS, Chuck Balling received his Bachelor of Science in
18Parks and Recreation Administration from Eastern Illinois
19University in 1975 and a Master of Arts degree from DePaul
20University in 1998; in retirement, he will be celebrating his
2125th wedding anniversary with his wife, Marlene, and enjoying
22Glenview's parks and recreational opportunities with his 3
23daughters, Anna, Julia, and Allie; and

1    WHEREAS, Chuck Balling's retirement will be official on
2March 31, 2014; therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
5congratulate Chuck Balling on his retirement as Executive
6Director of the Glenview Park District and wish him the best in
7all his future endeavors; and be it further
 
8    RESOLVED, That a suitable copy of this resolution be
9presented to Chuck Balling as an expression of our esteem and
10respect.
