HOUSE RESOLUTION

 
2    WHEREAS, The Illinois Department of Corrections (DOC) has a
3program authorized by P.A. 92-0240 that allows the Department
4to issue temporary identification cards to inmates about to be
5released from the Department's custody; and
 
6    WHEREAS, The temporary identification card is valid for 30
7days following the prisoner's release from DOC's custody; and
 
8    WHEREAS, The DOC is required to charge the inmate $1 for
9the issuance of the temporary ID card; and
 
10    WHEREAS, In order to be issued a DOC temporary ID card, an
11inmate must provide a copy of his or her Social Security Card
12and a certified copy of his or her birth certificate; and
 
13    WHEREAS, Both the Social Security Card and the birth
14certificate must agree with the name on the inmate's committing
15court documents, however, this can be waived if a copy of a
16marriage license or court documents authorizing a legal name
17change shown on the Social Security Card and committing court
18documents is shown; and
 
19    WHEREAS, According to P.A. 92-0240, a released inmate with
20a DOC temporary identification card may present the card to the

1Office of the Secretary of State upon application for a
2standard Illinois Identification Card in accordance with the
3Illinois Identification Card Act; and
 
4    WHEREAS, Many released inmates have had problems taking his
5or her DOC issued ID card to the Office of the Secretary of
6State in order to obtain a standard Illinois Identification
7Card due to the Office of Secretary of State's non-acceptance
8of the ID card as a valid form of identification to use in
9obtaining a standard Identification Card; and
 
10    WHEREAS, Governor Rauner signed Executive Order 15-14,
11which established the Illinois State Commission on Criminal
12Justice and Sentencing Reform; and
 
13    WHEREAS, The Illinois State Commission on Criminal Justice
14and Sentencing Reform will examine the entirety of the current
15criminal justice system and sentencing structure and develop
16comprehensive and evidence-based strategies to improve public
17safety; and
 
18    WHEREAS, The Illinois State Commission on Criminal Justice
19and Sentencing Reform will analyze all aspects of the current
20system from the initial arrest to re-entry into the community;

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
3urge the Illinois State Commission on Criminal Justice and
4Sentencing Reform to examine the Department of Corrections
5issuance of temporary identification cards and whether those
6cards are sufficient for the purposes of obtaining a standard
7Illinois Identification Card, consistent with P.A. 92-0240;
8and be it further
 
9    RESOLVED, That suitable copies of this resolution be
10presented to the Governor, members of the Illinois State
11Commission on Criminal Justice and Sentencing Reform, the
12Secretary of State, and the Director of the Illinois Department
13of Corrections.
