HOUSE JOINT RESOLUTION 77

 
2    WHEREAS, The citizens of Illinois have agreed that there is
3an immediate need for an improved and sustainable health care
4system; and
 
5    WHEREAS, The Illinois General Assembly strives to promote a
6healthy community through partnerships and collaboration with
7all health care entities within the State; and
 
8    WHEREAS, Innovation in health care delivery is essential in
9improving health and decreasing costs; and
 
10    WHEREAS, Many examples exist in other states of Mobile
11Integrated Healthcare or Community Paramedicine programs; and
 
12    WHEREAS, These programs have demonstrated a significant
13change in health care delivery, using nontraditional roles,
14improving patient outcomes and decreasing health care costs,
15each to individual citizens, Medicare, and Medicaid; and
 
16    WHEREAS, There is an immediate opportunity to incorporate
17these types of programs in Illinois in order to help the people
18of our State achieve healthier lives while recognizing these
19decreased costs; therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
3SENATE CONCURRING HEREIN, that there is created the Mobile
4Integrated Healthcare Task Force to identify and recommend ways
5that the State of Illinois can incorporate changes in our
6health care delivery system in order to increase the
7collaboration and utilization of our current health care
8workers while decreasing the associated costs; and be it
9further
 
10    RESOLVED, That the Task Force shall consist of the
11following members: one member appointed by the Speaker of the
12House of Representatives, who shall serve as a Co-Chairperson
13of the Task Force; one member representing Illinois fire
14chiefs, appointed by the Speaker of the House of
15Representatives; one member representing Illinois professional
16firefighters, appointed by the Speaker of the House of
17Representatives; one member representing Illinois fire
18protection districts, appointed by the Speaker of the House of
19Representatives; one member appointed by the Minority Leader of
20the House of Representatives; one member representing
21providers of ambulance services in Illinois, appointed by the
22Minority Leader of the House of Representatives; one member
23appointed by the President of the Senate, who shall serve as a
24Co-Chairperson of the Task Force; one member representing
25Illinois volunteer firefighters, appointed by the President of

1the Senate; one member representing Chicago firefighters,
2appointed by the President of the Senate; one member
3representing Illinois Emergency Medical Service workers,
4appointed by the President of the Senate; one member appointed
5by the Minority Leader of the Senate; one member representing
6Illinois hospitals, appointed by the Minority Leader of the
7Senate; one member representing the Illinois Department of
8Public Health, appointed by the Director of Public Health; one
9member representing Illinois nurses, appointed by the Director
10of Public Health; one member representing Illinois emergency
11physicians, appointed by the Director of Public Health; and one
12member representing physicians licensed to practice medicine
13in all its branches in Illinois, appointed by the Director of
14Public Health; and be it further
 
15    RESOLVED, That all appointments to the Task Force shall be
16made within 60 days after the adoption of this resolution;
17vacancies in the Task Force shall be filled by their respective
18appointing authorities within 30 days after the vacancy occurs;
19and be it further
 
20    RESOLVED, That the Task Force members shall serve without
21compensation; and be it further
 
22    RESOLVED, That the Task Force shall receive the cooperation
23of any State agencies it deems appropriate to assist the Task

1Force in carrying out its duties; and be it further
 
2    RESOLVED, That the members of the Task Force shall be
3considered members with voting rights; a quorum of the Task
4Force shall consist of a majority of the members of the Task
5Force; and be it further
 
6    RESOLVED, That the Task Force shall meet initially at the
7call of the Co-Chairpersons, no later than 90 days after the
8adoption of this resolution, and shall thereafter meet at the
9call of the Co-Chairpersons; and be it further
 
10    RESOLVED, That the Department of Public Health shall
11provide administrative and other support to the Task Force; and
12be it further
 
13    RESOLVED, That the Task Force shall research, analyze, and
14consider:
15        (1) the benefits of a Mobile Integrated Healthcare
16System within the State of Illinois through a redefined role of
17our healthcare providers with special attention given towards
18the expanded use of Emergency Medical Services;
19        (2) actions of other states as they pertain to
20instituting Mobile Integrated Healthcare;
21        (3) opportunities for grant funding of such services;
22and

1        (4) reimbursement models needed to sustain an
2expansion or change of services; and be it further
 
3    RESOLVED, That the Task Force shall present its findings
4and recommendations in a report to the General Assembly on or
5before January 1, 2017.
