AMENDMENT TO HOUSE BILL 3363

2    AMENDMENT NO. ______. Amend House Bill 3363 by replacing
3everything after the enacting clause with the following.
 
4    "Section 5. The Recyclable Metal Purchase Registration Law
5is amended by changing Section 6.5 as follows:
 
6    (815 ILCS 325/6.5)
7    Sec. 6.5. Recyclable Metal Theft Task Force.
8    (a) The Recyclable Metal Theft Task Force is created within
9the Office of the Secretary of State. The Office of the
10Secretary of State shall provide administrative support for the
11Task Force. The Task Force shall consist of the members
12designated in subsections (b) and (c).
13    (b) Members of the Task Force representing the State shall
14be appointed as follows:
15        (1) Two members of the Senate appointed one each by the
16    President of the Senate and by the Minority Leader of the

1    Senate;
2        (2) Two members of the House of Representatives
3    appointed one each by the Speaker of the House of
4    Representatives and by the Minority Leader of the House of
5    Representatives;
6        (3) One member representing the Office of the Secretary
7    of State appointed by the Secretary of State; and
8        (4) Two members representing the Department of State
9    Police appointed by the Director of State Police, one of
10    whom must represent the State Police Academy.
11    (c) The members appointed under subsection (b) shall select
12from their membership a chairperson. The chairperson shall
13appoint the public members of the Task Force as follows:
14        (1) One member representing municipalities in this
15    State with consideration given to persons recommended by an
16    organization representing municipalities in this State;
17        (2) Five chiefs of police from various geographical
18    areas of the State with consideration given to persons
19    recommended by an organization representing chiefs of
20    police in this State;
21        (3) One representative of a public utility
22    headquartered in Illinois;
23        (4) One representative of recyclable metal dealers in
24    Illinois;
25        (5) One representative of scrap metal suppliers in
26    Illinois;

1        (6) One representative of insurance companies offering
2    homeowners insurance in this State; and
3        (7) One representative of rural electric cooperatives
4    in Illinois; and .
5        (8) One representative of a local exchange carrier
6    doing business in Illinois.
7    (d) The Task Force shall endeavor to establish a
8collaborative effort to combat recyclable metal theft
9throughout the State and assist in developing regional task
10forces, as determined necessary, to combat recyclable metal
11theft. The Task Force shall consider and develop long-term
12solutions, both legislative and enforcement-driven, for the
13rising problem of recyclable metal thefts in this State.
14    (e) Each year, the Task Force shall review the
15effectiveness of its efforts in deterring and investigating the
16problem of recyclable metal theft and in assisting in the
17prosecution of persons engaged in recyclable metal theft. The
18Task Force shall by October 31 of each year report its findings
19and recommendations to the General Assembly and the Governor.
