SYNOPSIS AS INTRODUCED:
 
220 ILCS 5/16-108.9 new

    Amends the Public Utilities Act. Requires the Illinois Commerce Commission to conduct at least one workshop and issue a report concerning how the development and construction of microgrids could strengthen and enhance the electric grid through reliance on the diverse supply options being connected to the grid by traditional suppliers and new market participants, such as the electric utilities' customers. Specifies objectives for the workshop and report. Defines "microgrid". Provides for repeal of the provisions on January 1, 2017. Effective immediately.

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Public Utilities Act is amended by adding
5Section 16-108.9 as follows:
 
6    (220 ILCS 5/16-108.9 new)
7    Sec. 16-108.9. Microgrid study. No later than June 30,
82016, the Commission shall conduct at least one workshop and
9issue a report concerning how the development and construction
10of microgrids could strengthen and enhance the electric grid
11through reliance on the diverse supply options being connected
12to the grid by traditional suppliers and new market
13participants, such as the electric utilities' customers. The
14workshop and report should explore a variety of objectives,
15including, but not limited to: (i) cost-effective alternatives
16to upgrading the electric grid, (ii) ways to improve electric
17grid resiliency and outage management for critical facilities
18and customers, thereby reducing the frequency, duration, and
19cost of major outages, (iii) how to improve the safety and
20security of critical electric infrastructure, including cyber
21security, for the benefit of the public, and (iv) ways to
22promote sustainability through the dispatch of renewable
23energy resources and greenhouse gas emissions reductions.

1    For the purposes of this Section, "microgrid" means a group
2of interconnected loads and distributed energy resources with
3clearly defined electrical boundaries that acts as a single
4controllable entity with respect to the grid and can connect
5and disconnect from the grid to enable it to operate in both
6grid-connected or island modes.
7    This Section is repealed on January 1, 2017.
 
8    Section 99. Effective date. This Act takes effect upon
9becoming law.
