SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Opportunities for Formerly Incarcerated Women Act. Creates within the Department of Commerce and Economic Opportunity the Task Force on Opportunities for Formerly Incarcerated Women. Provides for the composition of the Task Force. Provides that the Task Force shall strategize and design a plan for the Department of Commerce and Economic Opportunity to partner and outsource with State and local governmental agencies, companies, and organizations that aid in helping formerly incarcerated women and their families become successful productive citizens. Provides that the Task Force shall focus on specific targeted areas of assistance and outsourcing. Provides that the Task Force shall report annually to the Governor and the General Assembly on its activities, and shall make recommendations for legislation or rulemaking to facilitate its work in the targeted areas of assistance and outsourcing.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Opportunities for Formerly Incarcerated Women Act.
 
6    Section 5. Task Force. There is created within the
7Department of Commerce and Economic Opportunity the Task Force
8on Opportunities for Formerly Incarcerated Women, composed of
9the following members:
10    one member appointed by the Speaker of the House of
11Representatives;
12    one member appointed by the Minority Leader of the House of
13Representatives;
14    one member appointed by the President of the Senate;
15    one member appointed by the Minority Leader of the Senate;
16    the Secretary of State, or his or her designee;
17    the Executive Director of the Criminal Justice Information
18Authority, or his or her designee;
19    the Director of the Department of Children and Family
20Services, or his or her designee;
21    the Director of the Department of Commerce and Economic
22Opportunity, or his or her designee;
23    the Director of the Department of Employment Security, or

1his or her designee;
2    the Director of the Department of Healthcare and Family
3Services, or his or her designee;
4    the Executive Director of the Community College Board, or
5his or her designee;
6    the Superintendent of the State Board of Education, or his
7or her designee; and
8    such other members as the Governor may appoint, who shall
9be experts with the following backgrounds: educators, prison
10officials, 21st Century programmers or other after school
11tutoring programs that are implemented in other counties
12throughout Illinois, community organization service providers,
13local college personnel, healthcare personnel, housing
14authority personnel, and addiction and recovery personnel.
15    Members shall serve for 4-year terms, and may be
16reappointed. Vacancies shall be filled by the respective
17appointing authorities for the remainder of the current term.
18Members shall serve without compensation but may be reimbursed
19for reasonable expenses from funds appropriated for that
20purpose.
21    Members shall elect from their number a chairperson, and
22such other officers as they may choose, for a 2-year term. The
23Task Force shall meet at the call of the chair, but not less
24than twice per year. The Department of Commerce and Economic
25Opportunity shall provide administrative support, technical
26assistance, meeting space, and funding to the Task Force.

1    Section 10. The Task Force shall strategize and design a
2plan for the Department of Commerce and Economic Opportunity to
3partner and outsource with State and local governmental
4agencies, companies, and organizations that aid in helping
5formerly incarcerated women and their families become
6successful productive citizens. This partnership will include
7material distribution of available resources offered in their
8communities as well as referrals to organizations and companies
9that provide necessary services to aide in their success. The
10following are targeted areas of assistance and outsourcing:
11housing assistance; educational information on enhancement and
12advancement; parenting and family bonding classes; financial
13education and literacy, including budgeting; quality
14afterschool programming, including tutoring; self-esteem and
15empowerment classes; healthy relationships classes for the
16entire family, including warning signs and appropriate
17handling of bullying; integrity classes; social etiquette
18classes; job preparedness workshops; temperament behavior
19classes, including anger management; addiction and recovery
20clinics, including referrals; health education classes; job
21training opportunities; and the expansion of Redeploy Illinois
22into Cook County.
 
23    Section 15. Annual report. The Task Force shall report
24annually to the Governor and the General Assembly on its

1activities and shall include any recommendations for
2legislation or rulemaking to facilitate its work in the
3targeted areas of assistance and outsourcing.
