SYNOPSIS AS INTRODUCED:
 
55 ILCS 5/6-1003  from Ch. 34, par. 6-1003

    Amends the Counties Code. Provides that appropriations required to meet an immediate emergency and certain transfers of appropriations exceeding the budget may be made with a two-thirds vote of a county board. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Counties Code is amended by changing Section
56-1003 as follows:
 
6    (55 ILCS 5/6-1003)  (from Ch. 34, par. 6-1003)
7    Sec. 6-1003. Further appropriations barred; transfers.
8After the adoption of the county budget, no further
9appropriations shall be made at any other time during such
10fiscal year, except as provided in this Division.
11Appropriations in excess of those authorized by the budget in
12order to meet an immediate emergency may be made at any meeting
13of the board by a two-thirds vote of all the members
14constituting such board, the vote to be taken by ayes and nays
15and entered on the record of the meeting. After the adoption of
16the county budget, transfers of appropriations, other than
17appropriations affecting personnel and capital Transfers from
18one appropriation of any one fund to another of the same fund,
19not affecting the total amount appropriated, may be made at any
20meeting of the board by a two-thirds vote of all the members
21constituting such board, the vote to be taken by ayes and nays
22and entered on the record of the meeting, provided that the
23total amount appropriated for the fund is not affected. By a

1like vote the board may make appropriations in excess of those
2authorized by the budget in order to meet an immediate
3emergency.
