105 ILCS 5/2-3.25a  from Ch. 122, par. 2-3.25a

    Amends the School Code. With regard to recognition standards for student performance and school improvement, prohibits the State Board of Education from having separate performance standards for students based on race or ethnicity.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
52-3.25a as follows:
 
6    (105 ILCS 5/2-3.25a)  (from Ch. 122, par. 2-3.25a)
7    Sec. 2-3.25a. "School district" defined; additional
8standards.
9    (a) For the purposes of this Section and Sections 3.25b,
103.25c, 3.25d, 3.25e, and 3.25f of this Code, "school district"
11includes other public entities responsible for administering
12public schools, such as cooperatives, joint agreements,
13charter schools, special charter districts, regional offices
14of education, local agencies, and the Department of Human
15Services.
16    (b) In addition to the standards established pursuant to
17Section 2-3.25, the State Board of Education shall develop
18recognition standards for student performance and school
19improvement in all public schools operated by school districts.
20The indicators to determine adequate yearly progress shall be
21limited to the State assessment of student performance in
22reading and mathematics, student attendance rates at the
23elementary school level, graduation rates at the high school

1level, and participation rates on student assessments. The
2standards shall be designed to permit the measurement of
3student performance and school improvement by schools and
4school districts compared to student performance and school
5improvement for the preceding academic years. The State Board
6of Education is prohibited from having separate performance
7standards for students based on race or ethnicity.
