SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Charles H. Kelley, Jr. of Sparta, who
4passed away on November 18, 2014; and
 
5    WHEREAS, Charles Kelley, Jr. was born in Belleville on
6November 2, 1955 to Charles H. and Mary (nee Grimm) Kelley; he
7married Deborah Farthing on September 19, 1975 in Coulterville;
8and
 
9    WHEREAS, Charles Kelley, Jr. was a paramedic and, in 1981,
10he founded MedStar Ambulance, Inc., which he took from having
11only 2 full-time employees to having 179 employees today, 127
12of which are full-time; he also served as mayor of Sparta; and
 
13    WHEREAS, Charles Kelley, Jr. was a former member of the
14Board of Directors of the American Ambulance Association and
15the Board of Directors of the Illinois State Ambulance
16Association; he was a member of the Sparta Rotary Club, First
17United Methodist Church in Sparta, the Sparta Area Chamber of
18Commerce, the Fraternal Order of Eagles Aerie #3059, Southern
19Illinois Chapter 32 of the International Harvester Collectors,
20the Southwestern Illinois Council of Mayors Association, and
21the Sparta Lions Club, where was a former President; he was a
22founding Board Member of the Randolph County 911 Board and was

1also a member of the Sparta Fire Department, from which he was
2retired; and
 
3    WHEREAS, Charles Kelley, Jr. was preceded in death by his
4parents; and
 
5    WHEREAS, Charles Kelley, Jr. is survived by his wife,
6Deborah; his children, Charles R. (Amy) Kelley and Michael R.
7(Kendra) Kelley; his grandchildren, Victoria Kelley, Matthew
8Kelley, Andrew Kelley, and Jayden Kelley; and his brother, John
9Kelley, Sr.; therefore, be it
 
10    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
11ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
12Charles H. Kelley, Jr., and extend our sincere condolences to
13his family, friends, and all who knew and loved him; and be it
14further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to the family of Charles Kelley, Jr. as an expression
17of our deepest sympathy.
