SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Kurt Paul Froehlich of Champaign, who
4passed away on August 22, 2014; and
 
5    WHEREAS, Kurt Froehlich was born in Moline on March 23,
61943 to Dr. Kurt P. and Loris J. Barrett Froehlich; he married
7Bonnie J. Froehlich on August 27, 1966; he received his
8Bachelor of Science in Chemistry in 1966, his Masters of
9Education in 1968, and his Juris Doctor in 1973, all from the
10University of Illinois; he was a veteran of the United States
11Army, serving for 2 years; and
 
12    WHEREAS, Kurt Froehlich was a partner in the Champaign law
13firm of Evans, Froehlich, Beth, & Chamley, where he
14concentrated his practice in public and municipal finance and
15local government law; he was an expert on local government law,
16municipal finance, and taxation; he was with the Home Rule and
17Intergovernmental Cooperation Project of the University of
18Illinois Institute of Government and Public Affairs; he served
19as City Attorney of Champaign from 1975 to 1980 and as an
20Adjunct Professor of Architecture at the University of Illinois
21from 1987 to 1993; he wrote and lectured extensively on a
22variety of topics and was a participant on numerous programs
23sponsored by local, State, and national organizations; he

1chaired the National Institute of Municipal Law Officers (now
2International Municipal Lawyers Association) Committee on
3Intergovernmental Relations and the Economic Development,
4Taxation, and Finance Section; and
 
5    WHEREAS, Kurt Froehlich was a member of the American Bar
6Association (member, Section on Taxation's Committee on
7Tax-Exempt Finance), the Illinois State Bar Association
8(former Chair of the Local Government Law Section Council), the
9Champaign County Bar Association, the National Association of
10Bond Lawyers, the Illinois Tax Increment Association
11(Legislative Committee), and the Home Rule Attorney's
12Committee of the Illinois Municipal League (1973-2014, Chair
132012-2013); he received the Distinguished Service Award for
14Lifetime Achievement from the Illinois Institute for Local
15Government Law in 2005; and
 
16    WHEREAS, Kurt Froehlich was a member of Holy Cross Catholic
17Church in Champaign; he enjoyed traveling, golfing, running,
18and was an avid fan of Illini sports; he completed the 21st
19Marine Corps Marathon in Washington, D.C. in 1996; he served as
20past-President of the Champaign County YMCA; he married Peggy
21Ann Sancken Smith on July 31, 2010; and
 
22    WHEREAS, Kurt Froehlich was preceded in death by his
23parents and his first wife, Bonnie; and

1    WHEREAS, Kurt Froehlich is survived by a son, Kevin Paul
2Froehlich; his second wife, Peggy; one brother, Jeff E. (Karen)
3Froehlich; one sister, Paula (Rik) Bennett; and many nieces,
4nephews, and great-nieces and great-nephews; therefore, be it
 
5    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
6ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
7Kurt Paul Froehlich, and extend our sincere condolences to his
8family, friends, and all who knew and loved him; and be it
9further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to the family of Kurt Froehlich as an expression of
12our deepest sympathy.
